北市地政局於今（15）日，發布首期台北市房市指標溫度計，106年第4季房市指標溫度，供給面與需求面均為黃藍燈，市場供給、需求相對偏弱；交易量能面為綠燈，市場動能穩定；交易價格面與負擔面分別為紅燈及黃紅燈，顯示住宅價格位處相對高點、民眾購屋負擔偏高。
地政局長李德全指出，在資訊爆炸時代，當前房地產市場各項指標多樣、複雜且未經整合，一般民眾難以逐項理解並進行綜合判斷，難以窺探房地產市場現況與全貌。地政局從使用者角度出發，思考整合房地產市場具代表性資訊，提供民眾好理解，門檻低，容易理解，足以觀察房地產市場輪廓的衡量指標，從而催生房市指標溫度計。
房市指標溫度計是選取具代表性的房市檢測指標，運用長時間數據資料，透過統計方法計算出當前房市活絡情形，相對於過去的歷史位階，並參考國發會景氣指標分數及燈號的發布方式，將房市指標?量構面，劃分為「供給面」、「需求面」、「交易價格面」、「交易量能面」及「負擔面」等五大構面，透過各項構面由不同角度切入?量檢測房地產市場。
根據最新一期106年第4季房市指標溫度顯示，住宅市場供給面為偏冷黃藍燈且分數走低，表現相對疲弱；需求面維持黃藍燈，構面分數則較上季略有成長；交易價格面持續呈現過熱紅燈，住宅價格持穩仍位處相對高點，本季構面分數持平；交易量能面受建物移轉棟數增加影響，交易活動量能回溫，觀察構面分數明顯上升，燈號由偏冷黃藍燈轉為穩定綠燈；負擔面因交易價格居高不下，燈號維持偏熱黃紅燈，分數持平，民眾購屋負擔仍偏重。
李德全表示，發布臺北市房市指標溫度計，將提供更完整、更充分的房市資訊，有利於促進資訊透明，對於本府推動健全房市行動方案，促進房市健全亦具指標性里程。

邱昌嶽在會議一開始即先說明，依「消防法」第26條規定，火災原因調查的權責機關為桃園市政府，這次會議主要目的在研提策進作為，內政部長也特別出席表達關心，強調這次會議討論的重點在於制度檢討，制度檢討不是狹隘地侷限於消防制度，而是借鏡這個案件進行全方位的檢討，整體提出策進公共安全的策略。
桃園市長鄭文燦也在會議中，說明搶救過程及復原情形，並沈痛的表達：「這是個很沉重的教訓，也付出了很大的代價，在很多制度與執行方面是必須要徹底檢討。任何災害都有風險，如何把風險降到最低、把意外降到最低，這是我們的責任」。並提到「消防人員英勇犯難，但犧牲不是宿命，我們還是要以安全救災為最重要的原則」。
會中討論重點包括以下五點：辦理消防人員安全防禦訓練，加強化火場狀況判斷、受困求救機制等技能；可運用救災機器人偵測火場燃燒狀況，協助消防人員執行災害搶救任務；應強化建築管理作為；應整合各部會化學品相關管理資訊，提供消防機關指揮官於災害現場研判及相關因應作為；落實平時火災危險因子分析，強化各工廠辦理初期應變演練，提升工廠自衛消防編組有效運作。
最後邱昌嶽裁示，請業務單位彙整納入短、中長期，其中短期措施部分，將參考桃園市政府作法，針對高風險場所聯合相關權責機關實施檢查，於法令有規範的部分，立即實施全面性之普查，針對法令尚無完整規範的部分，應立即輔導改善，強化工廠安全管理，並訂定行政指導綱領，要求各縣市消防機關將工廠危險物品位置資訊納入火災搶救計畫，並加強查核及演練。
中、長期措施部分，修正「工廠危險品申報辦法」、「毒性化學物質管理法」及「消防法」，由制度面落實工廠化學品資訊揭露及管理功能。內政部指出，這次會議後，將另擇適當時機前往現場勘查，釐清現場狀況，以期提出具體改善意見，並形成全方位制度性策進方案。
